Chitwan is super safe for both female and male solo travellers. I travelled by private car booked by the hotel in Chitwan, 6 hours or so on the often scary road network. Same route back to Kathmandu again sorted by the hotel named Jungle Safari Lodge. About £25 a night and nicer people you couldnt meet. Hotel arranged all tours locally and Safari trips, cultural nights and even have their own elephant that you can take to the river and bathe. I met lots of female travellers on their own and they all had no fears, we hung out together in the evenings and always bumped into each other during the daily trips.
